Stuck blow off valve????

Hey, I just got a 1990 Jetta 1.6TD. It is my first diesel and my first turbo car. However I do know a little about both...

Anyways, it is the 1.6TD with a 5spd standard and 190,000km. I think the blowoff valve may be failed open. It will only do 140km/hr and it takes a LONG time to get it there. My friend said the one he used to have would atleast get up to 160. Also, just where you would think the turbo should be spooling up, there's nothing.

You can hear the turbo whistling when revving it a little or going down the highway. I was thinking it could also be a crack in the hose from the intake to the turbo, but it would have to be pretty noticable to bleed off all the boost, no???

Any suggestions would be greatly appericiated. Thanks

check the faq, theres a write up in there about finding boost leaks, i think 1990 jettas had k24s for the most part, pretty notorious on getting a sticky wastegate, mines stuck shut, you can try running the waste gate adjustment in a little bit to try and free it, you'll need a deep well 10mm and a 3mm allen wrench for that job, pretty easy.  it could be alot of stuff though...
