Speedometer issues

My 97 Jetta TD is having some speedometer issues. Basically, it is reading erratic...on the slow side. It never reads fast, just slow. Usually "bounces" a bit and runs between 10 and 25 km per hour slow. Every now and then, it is bang on. Just started recently.  Can anyone offer any assistance on this?

i'm not 100% sure as i think mk3s had electronically driven speedometers, but if it is mechanical, then you may need a new speed gear on the end of the speedometer cable

Thanks Trev0rbr. Pretty sure it is electronic.

Didn't work too bad this morning....was actually right on for a bit, then wavered.
