98 AHU 1.9TDI VE Injection Pump not delivering fuel

Hey folks! Hope somebody can help me.

Have a 1998 seat toledo 1L 1.9 TDI with a VE injection pump. Replaced the waterpump, multi belt, timing belt, ac belt, fuel filter and the injection pump. Everything oem
Checked all connections and everything has power, replaced all relays and fuses, the pump is clicking, engine turns and cranks, a real mechanic timed in everything but still not going any fuel to the injections at all. Engine starts on start gas and runs fine. My question is why its not pumping anything at all?

Also should mention that the car stood untouched for almost a year and worked before replacments

Did you fill the pump with fuel prior to trying to start it?

Can you run it off a bottle or can providing fuel to the inlet via gravity?

Fuel filter full and not vacuum locked?  Anything plugging the line from the tank to the filter?

Engine starts on start gas and runs fine.

By 'start gas' are you referring to ether??  It is a really bad idea to ever use ether on these engines.  It tends to break piston rings and then you're  needing a rebuild/new engine.

cant run it from a bottle due to gravity wont work either, the pump is top filled and the filter as well. Even hooked compressed air to the fuel tank to force the fuel to the pump, every line in question are allowing free flow as well. Could it be the impulse sensor? Or the crankshaft sensor?

no just regular cheap ass start gas, i am aware of that and going to rebuild everything anyways once i figure out what causes the issue, but an honest thanks for reminding and pointing out.

There is a line going to the pump and from the pump,..
going back to the tank.
 Pressurizing the tank without removing the return line will not move fuel.
