1.6 na heater control valve plumbing question

MK1 1.6 na pickup w/AC.

So mine came with the heater control valve plumbed to the solid return pipe going back to the water pump.  Shouldn't the valve be  fed from the hose from the head flange instead so the cab air isn't always hot? It is currently only blowing hot air from the center console and the valve cable doesn't work either so i have just manually changed the valve depending on the weather... Need to track down a newer style vacuum pump too if anyone happens to have one that will fit, i think that's why it's only blowing in some areas. ::)

Yes, heater valve goes between hose just before the firewall. You need to be able to shut it off from going through the heater core in order to get cool air. 

Check ends of hoses on control valves and damper doors.  May just be cracked and you can nip off that end and get it to seal again.  At least a couple of times, then your hose will be too short.
