1.6 Td Idle rev hang SOLVED

Hello everyone.
I've been doing a good overhaul on my tranny, clutch, seals, pushrod etc.

And while the car was hanging there, I did the governor mod aswell.
Cleaned it throughly, pop'ed it open and did the mod, per 2010 edition, shimmed the main spring 4mm using galvanised shims.
All went well, put it back together thinking I probably didn't need to put new seals in it.
Boy was i wrong...
Idle was all over the place, diesel was everywhere, both the LDA cover and throttle shaft leaked.
Called op Bosch, ordered a gasket set, shaft bushing and a new throttle shaft.
Set me back approx. 65usd.
The car sat over night, came back the following day, with the new parts in hand.
Resealed it, decided I didn't need the new throttle shaft.
When putting it together I found out the the diesel had dissolved my marks on the throttle arm, over night... Stupid me, for not scratching it instead.
Put in on using my memory, got approx right.
Got the fuel screw tuned in, and the idle.
Got home from the shop.
Decided the arm was one spline off, because of a weird Idle.
Moved it a spline, it was definitely one of, car drove much better.

BUT, the Rev hang at idle won't go away.
When I start the car, it fires right up.
Sits dead at 900, blip the throttle and she takes it perfectly but during rev down, it'll stop at 1200 and be there for a couple of seconds(5-10) and then drop to the right idle rpm.
It driving me crazy.

I am "fairly" sure the cold start advance is not binding, if it is it must be internal, is that possible?
Can a small ip leak cause this?
Can I have messed something up, at the governor?
Is it possible to mis mount the LDA cover, causing binding?
Am I missing something here?

Problem was not present before disassembly.

Problem solved after digging around the forum for awhile.

Turns out I didn't now the difference between the residual fuel screw and the idle screw.

The hang must have been caused by the governor slightly pulling the (don't know what is called in English) "arm" and interfering with the standalone Idle spring from the 2 way idle system.
Or something, anyways tweaked around with max fuel, residual and ilde screw.
And it's working now.
