Registration Fixed, Forum Notification Emails Working

Forum registration is working properly again.  Email notifications are working again now too. 

As a result we immediately got a half dozen new spam accounts which I've taken care of, and I've added a few "skill testing questions" to the signup page to help keep the garbage out.  Please use the 'Report' button to report any spam you find in the forums!

Yeah the idea is to just stop automated sign ups. I guess the captchas are thoroughly broken now, as soon as signups were working I was deleting 2-3 accounts per day.
