...check to make sure the nut on the accelerator shaft is tight before changing your fuel filter... Checking to make sure it's tight is free, immediate, does not open the fuel system potentially causing new issues, etc... If the nut is loose, then messing with the fuel filter would be a waste of time. If the nut is tight, then changing the fuel filter might not be a bad idea. I'd be reluctant to say that is most likely the problem. The clogged fuel filters I've dealt with did not cause the symptoms he describes.
