AAZ hard to start when cold All glow plugs good

Factory crate motor with the D crank about 100000 kms ago.  Go to 24 degrees Fahrenheit and is very hard to start. When glowed the plugs 4 or 5 times it then started and seemed to run on 2 cylinders for a few seconds.

I have.
1.  Check he ohms on the glowplugs.  And just to make sure removed all the glow plugs and they heat up on the battery.

Any chance it could be
1.  Injectors ?  Car runs fine once started.
2.  Timing has gone out?  Haven't checked it yet?

If it runs fine after just a bit but is hard to start I would be looking for an air leak on the pump or the lines to it.  Sounds to me that a  the glows are doing as they should.  Front seal good or leaking?  Remember a vacuum will leak sooner than a pressure leak.
