VW Golf mk4 low RPMS?

When it starts it will run a little wonky but then it idles stable but when ever the gas pedal is pressed lightly rpms go under 1k. Brought it to a dealership they couldn't find out what is wrong with it, cleaned the entire air intake system and injectors could it be the egr?

It's a TDI limited.

What year? Mk4 spans two different engine types...

Not the egr got the delete kit put on it and it's still not running right.
