new to me 1998 TDI Jetta - p1252 and p0380

Finally found an Mk3 Jetta TDI - in denver - got it this morning.
It smokes white smoke pretty good out tail pipe - 
finally just pulled codes and p1252 and p0380-   gonna go out and wiggle wires around - would p1252 cause smoke or do i have another issue.

Previous owner thought it needed a NEW turbo - but its boosting' fine it will kinda SHUT off and on - at first i was thinking it might be the ECU vacuum line code -  never dealt with p1252 before.
Car only has 158k - its due for timing belt / water pump -  might to EGR delete at same time and my power steering is noisey - hope it just the reservior is cracked or something -

I guess welcome me back to TDI land....
