How much oil on turbo is too much?

I get oil around the turbo to manifold hose and on the case of the compressor side.  When do you decide it is time to maintain the seals on such?

The car has 425000kms fresh rebuild, Giles pump, boosted to 16psi on a t3.

Have a friend with a newer tdi and had oil after the turbo and vw told him that normal.  Seems to me if you have that type of bearing it will leak, no?

sometimes it may just be oil from the inlet (crank case ventilation) that leaks from the compressor housing slowly.

its a small problem on my high km GT-15 on my 1.9TD, and equally on my low km 1.9 PD TDI.
