1.9TD low power and leaking oil

Heres one I need to figure out, I've got a 1988 Doka with a 1.9TD in it.  Originally the truck had a 1.6TD in it but it ran into some problems and I pulled it out and installed the 1.9 which had around 80,000 km's.  What has happened is the 1.9TD was running great after the switch, then about 3 months in the injector pump started to leak.  I took the injection pump off of the 1.6TD engine ( which was rebuilt 500km's prior ) and installed it.  The power was OK but it never seemed quite right.... never the less I played around with the timing and I found the best spot and left it. (cant remember the setting on the dial indicator ). 
What then started to happen was the engine started to loose oil, oil at high speeds only, It was a fine mist that would soak the back of the Doka.  We pressure washed the engine and we could never find the culprit.  When I removed the oil cap on the valve cover when it was running we never felt any large amount of air or any oil being forced out, as well with the dipstick.  I have never seen oil come out of the exhaust nor oil in the coolant. 
At this point now the 1.9TD is really lacking power, low end power but it drives at highway speeds.  Big hills really slow the doka down.  I know that they are bad for power but this is really bad.  It doesnt smoke, even when its loosing power the only time it has ever smoked is when the timing on the pump was off.  At this point I am thinking of pulling the engine and putting a new one in.... but before I do that I just want to hear any thoughts or suggestions, maybe there is something I am missing I should try before pulling it out, ..... let me know!

have you checked over the fuel system for leaks or restrictions?

how bout replacing the fuel filter?

start with the easy stuff.. then worry about replacing the engine.

My fault, too worried about describing the problem without the small things that I have done already.  I have changed out the filters and replaced the fuel lines, glow plugs and injectors.

Have you checked out the turbo?

I actually replaced the turbo just before all of this started to happen, I took the turbo off of the 1.6 and put it on the 1.9

And you are sure that turbo was good IE not leaking around the seals under boost or high oil pressure?

bazinga...I think crazyandymike is thinking what I am thinking. Make sure the loss of power isn't the wheel bouncing off the housing either.

How would I go about checking that?

Well, for the shaft play just take off the compressor inlet pipe and move it around w/ your hand.  Check for both in/out and side/side play, and make sure at any point the turbo wheel can still turn.  For the leaking, check around the compressor inlet and outlet for any oily residue.  You should do this at the turbine housing as well, but it would probably be better to remove the turbo for that.

And just thinking about it now, you said you had NO crankcase pressure at the oil cap?  Shouldn't the PCV hold a little on that?  Consider your PCV when diagnosing the oil loss, as high engine speeds could be creating enough crankcase pressure to bypass a faulty PCV valve.  Check the inner part of your compressor inlet hose around where the PCV connects for excess oil residue.

Finally, the obvious question; no other oil leaks, right?
