My connection at Penn DOT has confirmed that by 2014 the section pertaining to headlights in the inspection/vehicle code is going to be revised/enforced.. I'm not going to hold my breath as this could change on a whim, but I thought I'd pass along the heads up.. If it does indeed come to pass around here, look out neighboring states...
Currently code states that low beam has to be min 7500 candles, high beam has to be min 10,000 candles, and total candle power of headlights & aux lights must not exceed 150,000 candles...
These specs are staying the same, however the max candle power is allegedly going to be more strictly enforced, meaning now troopers get to pull you over if your headlights wake them up from their nap.. I guess the cruisers are going to be equipped with luminosity meters now?? A few court dates may scratch this one..
Secondly, although it's not real clear what and how they are checking, foggy composite headlights are going to be a no no.. I would have assumed that if the lights meet minimum lighting requirements they would be fine, but apparently somehow they are going to take this a step further.. If the lenses are too fogged, it will fail inspection.. Once again, I nor they have no set guidelines for this yet.. Kinda sounds like someone in Harrisburg owns stock in a headlight company...
