6.9L ford idi with banks non wastegated

Learning thru my vw, I got an old 1985 Ford f250 from my brother in law.
Has a non wastegated banks turbo that was "not hooked up"
Well it had a boost leak, I found and fixed that.
But the fuel screw is already maxed out :( there was paint on the screw so it seemed unmolested, but when I got in there, it wouldn't budge a bit in the good direction.
Is It really maxed?
Smoke is low, exhaust temp doesn't go up much.
Boost max 5 OSI which I have read is right for this turbo

A stock pump in OK shape will blow black and melt the motor with the fuel screw all in.
Were you on the allen you access via a cover on the side of the pump???

Yes! I googled up how to adjust. 5/32 Allen wrench in the access hole, with motor turned just right. It would turn counter clockwise, but not towards me

My Banks instructions say 9 PSI and 1100F at max load for 6.9/7.3.

so, would that point towards a bad pump, being that it wont blow any more coals?

Turbo: exhaust gasses go into the turbocharger and spin it, witchcraft happens and you go faster.

I saw somewhere on the million sites i've read where someone said there an 8 fin compressor wheel and a 10, which he claimed is why his only made 3-4 psi and others made more. It isn't a sidewinder. It's before sidewinder, but after rotomaster. I found it odd someone installed a banks turbo kit and didn't tamper with the fuel screw, as I believe you are supposed to turn it up a hair with the install.
The exhaust temp gauge cold reads 300 degrees and i can't make it go over 6. So it's probably not right. But the smoke should (or in this case, the lack thereof) tell the tale. Especially considering the turbo didn't even build pressure to begin with (the black box wasn't seated properly on the intake manifold)
Dude I'm tellin you I damn near broke the Allen wrench tryin, and it would turn in the bad direction so.. I really feel it's maxed out that's why I posted the question. Grease do you have any more info for me?

Could the screw be jammed on paint?
I adjusted one, and it wasn't that hard to turn, but it was in a van, so I never saw it.
Restricted fuel filter or crushed tailpipe?  Banks specifies 3" minimum.
Every  bad Stanadyne pump I've driven had speed control issues, or wouldn't go over idle.
Did it sit or gat bed bad fuel, I've had a few  cars that sat and were slow as hell for the first few tanks/filters & good additive.  Marvel Mystery oil seems to work great, esp since its $2 at my local dollar store.
Does it rev to 3K no problem?

I've had 7 and 8(I think, definitely 1 blade different) blade compressor wheels on my 6.2, and as far as I can tell, it made 0 difference.
The EGT gauge in my Burb  doesn't go below 300 either, peaks around 900 runs up to 8PSI, doesn't smoke(I'm not too confident in the gauge).
 None of the Banks sidewound  trucks I've driven smoked much.  A fresh 7.3 with 4.11s in a van is fast enough you have to worry about crashing.  3.55 gears are quite a bit more lethargic.
I have the 7.3 manual in .PDF.
It should be just as fast as an OBS  Powerstroke or F250 with a 351.

I have the same Banks kit on my '86 F350 and have not yet turned up the flow screw. EGTs have never gotten over 300. Banks told me it won't go any higher w/o upping the fuel. Do you have the installation manual? I believe I have it in PDF format.
