Should be bottom left or right. It's a small tin-relay. If you pull the relay, it will say what it is on the panel below it. In this case, it will say "X-Relay".

The only thing I can think of is blown fuses either in the fuse panel, or one of the 2-3 fusible links in the engine bay near the battery. Or, one of the ground wires behind the fuse panel came unscrewed. I'd check the ground. That would explain why both don't work.

Lastly, you could try an ignition switch.

If you have a USA Rabbit or Pickup, there are fusible links in the wiring harness. There should be 2-4 depending on the year. Earlier cars had fewer. There's part of the RED wires that are exposed from the harness. They connect to their plain-copper equivalents with BLACK rubber fused-rubber. You'll notice that the wire on one side of the black rubber "bullets" are weaker and more-pliable than on the other. The weak side is designed to burn up in case of a voltage overload, rather than sending power to the cabin and causing an electrical fire.

Electrical fires=common on aircooled
Not so common on USA Rabbits.

yea, thats kinda weird, wipers usually always work, even without the relay installed..
