Darn thing makes a quite obnoxious squeaking since it has been sitting.. Definitely not the cable, it did it when I ran it with the drill.. I've tried some powdered graphite, but I don't think it worked in there very well.. I'm thinking spray grease would be too stuff in cold weather.. Maybe some graphite spray crap?
how about some silicone spray lube?
its good for all sorts of winter lubing, I spray my door seals a few times every winter to keep them from sticking to the door frame.

Paint hates silicone,.. or I should say painters hate silicone.
If you ever decide to paint you'll hate yourself for having it anywhere near your car.
Wurth rubber care doesn't have silicone,.. and keeps the door seals from sticking

i silicone spray my e-brake cables, and speedo cable.
I tried some silicone stuff I had, must have been old or something didn't seem to work to well.. Quick trip to the hardware this morn and got some stuff that helped.. I think most of the issue was the old dirt/grease in there.. I cleaned it out with some brake cleaner then lubed it.. Golden!
I should have been more careful, brake cleaner cleans the numbers off too.. (Glad it wasn't my 100mph diesel speedo)..
And yes, silicone and paint is a nightmare for a repaint!! I had used this silicone wax crap years ago on my Mustang II.. Had to repaint a fender, what a PITA...

100 mph diesel speedos are rare? guess i better hang onto the one in my 84 then..
I dunno how rare they are overall.. In this neck of the world they are.. There was a discussion about these once upon a time, they were mostly found in the European made cars.. Never saw a PA built car with one.. And, well, since I'm in PA most of the Rabbits around here are not Euros.... Between the 20 some I've had, and the dozens more at junk yards I've only seen about 3 of em.. And only one diesel with a 100mph speedo, which happens to be an '84 as well..
