Clicking from dash and under car with different throttle positions? (aaz)

Ever since i owned this 96 jetta there has been a clicks from everywhere. but being my first diesel i figured *** was normal. But after actually listening and feeling my pedal and knowing my car so to speak something feels off.

There are 3 clicks,
2 from the dash and one loud one from under the car.
Now these are not ticks. just a single click.

The first one from the dash sounds like and old school signal light click at about 1/8th pedal.
At this 1/8th pedal it seems as if the car is finally getting fuel. So almost as if the pedal has 1/8th play before doing anything.
comes from the left side of the cluster.

2nd and 3rd happen when the pedal goes below 1/8th after getting up to speed.
2nd click is the same as the 1st as far as i can tell but im calling it a new click just to make it simpler in my mind.
3rd comes from under the car. you can really hear it when the window is open. maybe it is coming from the engine bay. And i can feel the car slow down almost jerk due to lack of fuel once it clicks. like letting off the gas while at high rpms. only this happens at 1500 rpms give or take.

So i guess the main question is there a actuator or something in the dash that does *** for the throttle cable? could it be a loose connection or something on the throttle cable? Does the IP make a loud click when it reaches a certain fuel demand?
Is my car falling apart?
you know, any insight into this would be ***ing awesome as i hate this and want it gone.

Just a thought here, but when I get really low on fuel, I get a similar clicking. I've always thought it was my fuel shut off solenoid, so try looking at that first. No clue how to actually diagnose that though, I know that once I get to a gas station it magically fixes itself for me!

is it the heater cables rattling maybe? the heater cables rattle in some of my cars..

I do have cruise but it doesnt work...... this may make sense now. maybe.

There is a vacuum actuator for the cruise at the very top of the gas pedal.  It could be loose.  As for the cruise not working, could be pump behind battery, control unit behind DS vent, vacuum hose, clutch/brake switch, stalk control or pedal actuator.  It's a very simple system.  Last month I pulled a setup out of my 93 passat and put it into my 91 passat which never had cruise.

I had a similar problem and it turned out to be loose battery cables. The different throttle positions resulted in the motor rocking more and pulling a bit on the battery cables. That's my guess anyways....
