mkIII jetta cruise missing???

Okay, here's the deal - My first volkswagon, which i am very happy about, except the cruise control lever on the column does not function for my 5000 kilometers a month commute?
The guy i bought it from said the motor blew up due to a couple bolts left loose when doing a timing belt and so they swapped in another motor.
I am thinking i might be missing some kind of mechanical control on the motor.
Can anyone offer up their wisdom?
Perhaps what i might need to find or hook up?
