What is your power/torque goal? A 12mm pump may be overkill and it has a lower RPM limit (potential stress/reliability issues). The MPG-competition guys also feel that larger plungers negatively affect fuel economy.. so don't go big unless you have to. You can still have a 300ft-lb torque beast with a 11mm pump.

Best bang for the buck = fuel injector nozzle upgrade.

To increase boost, a 3 bar MAP sensor and boost valve is cheaper way of doing it. It may result in a CEL in some cars, however.

A chip tune is more professional than the 3 bar MAP sensor boost trickery, but at a cost.

Stock: 90hp and 155ft-lb
Nozzles only: 110hp and 188ft-lb (with Bosio PP764 nozzles)
Chip and nozzles: 125-130hp and 230ft-lb

These are average numbers. Add upgrade to an OEM VNT-17 turbo and you could be closer to 300ft-lb, which might be fun in a Samurai (if you don't break any driveline parts).
