I had the car looked at by my local vw dealer... there's a diesel guy there.  The car was blowing soot and blue smoke out the pipe.  The diagnosis was messed up timing and blamed on the guys that did the timing belt.  
The car only smoked when the choke was off.. when it was on, it was fine. They adjusted it and it went away for a few days, but now I had the car running with the choke off and it started to sputter again and smoked blue.
When I rev the car there is no smoke until the revs go back down to idle... that's when a blue puff of smoke comes out.  
Is this just a matter of getting the timing right or is there something else like a headgasket or piston rings?  Car has 315k km.

the turbo could be leaking oil

does it still smoke when you pull the choke?

could also be, valve stem seals.
cracked block
bad fuel

When the choke is pulled out, it stops smoking and sputtering... but the thing is that it just had the timing properly adjusted and it's still at it.

Engine has 315k, don't know the full history.  I did all belts and fluids when I got the car.

there was a white 94 golf that went for 500 that didn't get sold for a year and sat for the year..

Three common areas of focus:

What timing value was used?

How are your glow plugs?

Do you have air bubbles in your lines?

As far as I know... timing values are stock as per VW dealer and service books...
Glow plugs were replaced last may...
Can't really see any air bubbles in the lines...

I have no experience with the AAZ but usually blue smoke means burning oil. A leaky turbo wil cause runaway if its bad enough.you  don't want that to happen I'm sure. I'm sure there's other causes for blue smoke but idk. Take a few min and check out the inside of your intake tube before the air box for oil where it shouldn't be.
