Long story short...I bought a 82 rabbit diesel with a rebuilt 1.5 and rebuilt IP with viton seals. Body was junk, cousin gave me a 79 rabbit diesel without engine or trans. I put the rebuilt 1.5 assemnbly in the 79.
When I start the car, it will sit and idle fine for an hour or however long I let it. I try to rev the engine at the IP and it won't rev at all. Could it be that whoever/po rebuilt the IP with new seals didn't put it back together correctly. Any other ideas? I'm open to any suggestion right now. I'd love to get a Giles pump, but right now I have way too much money into this car. Please help.
P.S. I think there might have been veggie oil run through the pump. Could that be my problem? Any solutions?

could be the throtle lever assembly in wrong position
Can you explain a little? Even though I try to rev it at the pump the throttle lever assembly could still be in the wrong position?

You need to remove the throttle lever and move it back one spline. If the pump wasn't bench tested after the reseal this could definitely be the problem. There are some good writeups about the whole process. It is pretty simple. The hardest part will be getting the springs put back on correctly.
I'd say this has a low chance of being caused by veggie. If it was, it usually gets stuck in the max fuel position and redlines or worse.
