maybe it's not the glow plug relay that is causing the car to not crank over
brand new starter, just put in today and now the 70amp 12v relay under the dash started buzzing (its dead) looking at the bentley manual I can't figure out if it also does the starter.

the starter is wired direct to the battery on the positive side and the starter solenoid makes the connection on the negative side. The small wires from the solenoid go to the ignition switch. There is no starter relay as far as I know. Maybe your ignition switch is bad?

not quite. The starter motor is permanently grounded through the starter body. +12V gets switched by the solenoid. It gets from solenoid to starter motor though the short braided wire. One end connects to an 8mm stud on the solenoid and the other connects to brushes inside the end of the starter motor. The solenoid connects input and output posts (both 8mm studs sticking out of the end) together when +12V is applied to it's coil from the little blade type connector wire.
sethyboy - Is your starter really "brand new" or is it just rebuilt? I have seen some really poor quality rebuilt starters out there... Beware!
I went through a NAPA "rebuilt" starter I purchased and found missing internal pieces and an internally worn solenoid that has excessive voltage drop, and it was even obvious they didn't turn the commutator, replace brushes, or even do anything. All that was apparently done was in outside cosmetics!
Try connecting +12V to the small wire connecting to the starter solneoid, while the engine is neutral. If the starter is good, it should cause the starter to engage the engine and turn it over. Does it work?
There is a connection between the glow plug relay buzzing and a no start.
The glow plug relay will buzz if the voltage isn't high enough (doesn't mean it's dead)... and the starter won't turn the engine over if the voltage isn't high enough.
Check your battery cables ... crank it for awhile and feel the cables for heat. Especially the negative cable connections. You'll probably find a bad trany ground connection
new glow plug relay fixed my problems... after priming the pump the car fired up after 2x 15sec cranks (running 100% WVO no heat 73F out) and got it running took it for a drive and all is well with my car again..
on a side note I got home at 1am from a 10 vacation to europe and within 8hrs of being home 8hrs (after traveling 27hrs home and 10hrs of sleep in the past 72hrs) I was out wrenching on my jetta after doing some quick errands...
