timing problems on 97 1.9 aaz

my 97 1.9 turbo diesel has a flutter in at 1800 rpms when holding the throttle steady, on highway speed it is good, it also has low torque coming out of the hole and a bit weak on the highway when it starts cold it idles rough and blows some blue smoke, it will never blow black smoke, no matter how hard i push it. I removed my valve cover, got it tdc on #1 and my camshaft was out aboou 1/4 inch to 1/2 inch,I lined up the large indicator on the flywheel with the arrow, is this right? because if i line up the line on the flywheel the camshaft lines up, is my procedure wrong or is my timing out about 1 notch on my pully? the car has 160 k on it i am not sure if has ever had a belt yet, maybe the belt jumped one notch?

The line on the flywheel is the correct TDC mark, don't use the large indicator.

 Check the crank pulley bolt for looseness and the crank pulley key for wear. These engines have a bad habit of wearing out the crank pulley key and going out of time. If caught early they can be fixed.

If there's a chance it is the original belt, do yourself a favour and change it NOW.
It's on borrowed time due to milage, and age.
How does it appear condition-wise?
Is it approximately the correct tension? If so, doubtful it jumped a tooth.
Wear, cracks, shiny patches, flaking?

Just got it back from vw, looks like it was the original belt, had it replaced along with tensioner, runs smoother now these were things that were long overdue replacement.
 Still the lack of horsepower concerns me, it runs alright, but my 93 1.9 td golf would blow this car off the road,, if anyone has any thoughts on where i could find the torque coming out of the hole i would appreciate any input at all.

one more thing, it still had the original bolt in the crank, they put in the updated bolt and said all was tight and the crank and pulley are fine

have you checked your injection pump timing with a dial indicator? still sounds like the timing is off, maybe you injection pump is wearing down and just needs to be readjusted.

So, changed the timing belt runs somewhat better, but now the flutter i used to have at 1800 rpms all the time has slowed down a lot i ran a ***load of fuel conditioner/injector cleaner through it, it does run way better now,when it is started cold it still flutters and will until it warms up , this i can live with. The problem is some days i start the car it will flutter all the way to work(1 hour) and have less power than usual , at the end of the day , it runs great, and then might not do it again for 3 or 4 days, since using lots of conditioner this has got way less frequent.
 Is there some mechanical weights or govenor that could be sticking or binding in the pump? it seems to be totally random and has nothing to do with temperature, humidity type of fuel.
  If anyone has any insight on this i appreciate it
