What is the fastest spooling turbo that might be fitted to a 1.6? Eventually I will be helping a friend with an engine in a Suzuki rock buggy, pure off-road vehicle, so quick boost is probably most important, with total boost a distant second as he probably won't be deep in the throttle a lot. And if I understand it right, A/R comes into play here as well. Is it the lower the A/R the sooner the boost will come on?

A/R of the turbine wheel is a large factor in spool for surre. The more restrictive the turbine (smaller A/R) the quicker it will spool, but it will cause too much back pressure at high rpm to be efficient. The problem with making boost at low rpm, more specifically low flow rates, is that you can get some compressor surge. Id hazzard a guess that a stock VNT15 off a TDI would be the best, and with a fancy vane control im sure you could have it making boost at idle.

Like I said, high rpm probably wouldn't happen much, but surge could be a problem, but I have some ideas about it though I'm not sure how well they'd work.

without question (as far as easy-to-get OE parts are concerned) go with a k03-003. In stock trim they hit full boost by 2000 rpm in first gear, and around 1700 in higher gears.
I converted my B3 passat AAZ to k03-003 and it'll now accelerate from 2000rpm up a 50% grade in 4th gear.
Perfect for a rock crawler!

How about the Eco turbo: K14?

that's a size between the k24/t3 and the k03-003. better than the k24 or t3, but not as good (for fast spoolup and low/midrange power) as the k03-003
the nice thing about a k14 or similar T2 is that they use the k24/t3 4 bolt trapezoidal flange, and will bolt to a 1.6L TD exhaust manifold. the K03 needs it's own special 3 bolt manifold.

Jim, I have an IHI rhb51 core off of a Maserati biturbo- Small turbo (originally was driven by 1.25 liters gas) and large wastegate. Oil-only. It is smaller than the small rhb5's from the early subaru legacys, but uses the same shaft and seals as the common rhb5 as far as I know. would need fabrication to fit, and needs a rebuild. don't know if there are compression maps for it. Let me know if you might want to see it sometime- my plans don't include it at this point.

May be a bit small, but I'll keep it in mind, thanks. His mother just had some heart problems, so it isn't in the immediate future.
