ADVICE ON STARTING ISSUE

I am considering buying a wv passat estate 1.9 td 1994, 64k miles,full history with 1 owner, it seems to be in very good condition however the guy told me that it has had 2 sets of glow plugs over the years and when he starts it it takes ages to fire up.
Is this a problem that will be fixed by putting new plugs in again or is it more sinister.
I believe it is an AAZ engine in this model

I would say the first step is to verify the glow plugs are getting power. The next step would be to test them. I dont remember the resistance spec off the top of my head but they should all be pretty close. any one of them that has an open circuit would warrant replacing the set.

2 sets in 64k miles sounds about right.
